The best way to end corruption is to make every part of the dciion making chain transparent. Every governmental document must be public and freely availible when asked for, including notes from meetings and such. Only in rare cases should secrecy be used.

This way, everyone can see what the government does and take steps to prevent corruption. This is how the Swedish government is handled and while we still have some corruption, is it very very low.
