Jesse Ventura Talks About Homeland Security “Gestapo,” Hollywood Secrets & More

http://www.prisonplanet.com/ventura-warns-of-homeland-security-gestapo-takeover-of-america.html

In an exclusive new video for Prison Planet.tv subscribers, former Governor Jesse Ventura warns that Homeland Security is rapidly becoming the American Gestapo, as Ventura still fumes over the fact that the feds tried to stop him from filming the JFK memorial at Arlington Cemetery.

Former Minnesota Governor Jesse Ventura visited Austin, Texas last week to work on the next season of his hit TV show “Conspiracy Theory.” Alex Jones had a chance to catch up with the governor while driving around for the shoot.

While the show is top secret until it airs, Jesse did disclose some of the harassment he and his crew have received during production, including being barred by the Army from filming Kennedy’s eternal flame at Arlington National Cemetery.

When Ventura’s production team attempted to go through the proper channels to get permission to film the JFK memorial, they were refused on the basis that that the Army didn’t like the content of Ventura’s show. They were also lied to when the feds told Ventura that the Kennedy family held jurisdiction over who was allowed to film the memorial, a claim vehemently denied by a Kennedy family spokesman.

Ventura refuses to let the issue drop and is calling for the individual who made the decision to be fired on the basis that he is allowing his personal political viewpoints to interfere with his job.

When Taking the Police Test Why Do Some Police Candidates Have an Unfair Advantage?

Copyright (c) 2008 Don Cirillo

Why do friends and relatives of police officers do well on police judgment/situation questions and have an unfair advantage? Although it’s a federal mandate that you’re not required to know police procedures when taking law enforcement entrance exams, many test makers conclude that police procedures are just common sense. They’re usually included in the test in some form. The reason: they measure two very important traits needed for police work: JUDGMENT and COMMON SENSE.

But here’s THE DILEMMA: to really do well on these judgment questions you need more than just common sense. The reason police friends and relatives do well, is that they’re familiar with police language and police thinking. This gives them a DECISIVE EDGE when they choose answers to these questions.

Ideally, you shouldn’t need to know police procedures and policies or the law; you should just be able to interpret them. Realistically, if you know the basic philosophies of police procedures before taking the test, answering the questions becomes much easier.

To Answer Police Situational Questions You Must Think Like a Police Officer

If you had a friend or relative who was on the police force they could help you THINK LIKE a police officer and give YOU an edge when answering police situational questions.

In this article I will give you some important tips and strategies on how to handle difficult police situation questions. The goal is to help you THINK LIKE a police officer. It will not only give you an edge for the written test, but also will help you with the ORAL INTERVIEW.

On the test you’ll be given police procedures and asked to apply them to situations. You’ll be tested on your ability to remember information, analyze data and apply it using common sense, good judgment and the ability to solve problems.

Most police procedure questions ask: What would YOU do if Assume you’re a police officer. How would you respond? The questions are based on ACTUAL POLICE SITUATIONS.

For instance: What would you do if you saw a man walking down the street dressed only in a baseball hat, (naked) carrying a baseball bat? Arrest him? On what charge? What would you do?

The first thing you should do is to ask questions and try to determine what happened. He may be a victim of a crime. Don’t jump to conclusions.

TIP: Do the most important things first! It’s IMPORTANT TO PRIORITIZE your response to the situation. It’s also important to familiarize yourself with the role of a police officer in the particular police department you hope to join. Each department has a definite set of priorities that govern a cop’s decision-making process.

Here are some important factors you should know when answering police judgment questions.

1. Protect the welfare of citizens, victims, and fellow officers. ALWAYS tend to and assist anyone who is in danger, injured, wounded or in the line of fire, etc. Help anyone in danger. Repeat, your most important job is to always assist and protect endangered people FIRST. This includes victims of crimes, injured persons, physically endangered persons and potential victims.

2. Secure public order. Keep the peace against acts of aggression, riots, armed suspects and destruction of property.

3. Uphold the laws. Arrest those who violate the laws, protect crime scenes and preserve evidence. Enforce laws, investigate violations of law and make arrests when necessary.

4. Help those needing assistance. This duty focuses on people not in immediate danger, such as non-injured victims of crimes, the mentally ill, the homeless, neglected children and lost or stranded persons.

5. Maintain order on your beat. Check your beat for suspects and suspicious activity. Investigate suspicious persons, potential hazards, etc. Know your beat by becoming familiar with the physical structure, the streets, the buildings and the people, especially the criminal element.

6. Maintain proper flow of traffic. Make sure damaged traffic signs and lights are repaired. Make sure proper direction of traffic is conducted with the use of traffic cones and traffic officers until repairs are made.

Based on using the police priority factor, what do you do in the following situation?

You are a police officer is working a security guard detail at the state fair. Which of the following situations do you handle first?

1. There is a crowd forming around two unarmed teenagers arguing.
2. A dumpster sitting next to the main tent pavilion is on fire.
3. The Ferris wheel is stuck in midair with people still on it.
4. A man, who is obviously drunk, has passed out and is lying by the ticket booth.

The correct answer is 2: The dumpster on fire should be dealt with first. It is sitting next to the main tent pavilion and is possibly a danger to many people.

The Value of Police Hierarchy The police officer’s job is extremely hard at times. He/she is expected to make quick decisions in situations involving conflicting values.

For instance:

It may be necessary to choose between allowing dangerous criminals escape or risking serious injury to a hostage.

Some departments set clear parameters for many of these types of situations. But, because of all the unforeseen situations officers face on a daily basis, these parameters cannot cover every possible type of situation.

That is why law enforcement agencies test your practical judgment and common sense so intensely. It’s also why it is SO IMPORTANT you know the priority list used by police agencies before you take your test. YOU MUST KNOW what they consider the order of importance to successfully answer police situational questions. The Police Hierarchy List You’ll notice Police Hierarchy is similar to the Police Priority list but they’re not the same.

While Police Priority is concerned with order of importance, Police Hierarchy deals with rank and authority. LEARN THEM BOTH if you want to do well on police situation questions. Plus, it will go a long way in helping you make good decisions when you become a law enforcement officer. Here is the most commonly used Police Hierarchy:

1. PROTECTING LIFE AND LIMB IS #1. Always take action first on those things that pose a threat to someone’s safety and tend to injured people: performing first aid, calling for an ambulance, etc.

2. Obeying orders in emergency situations is the #2 priority.

Obeying orders should be done at all times. The only exception is when the order interferes with the protection of life and limb or violates the law.

3. Protecting property.

4. Obeying orders in non-emergency situations.

5. Maintaining your assigned duties.

6. Being efficient in getting the job done.

7. Avoiding the blame i.e. earning praise and respect.

Using Police Hierarchy and Common-Sense

Situation: You are assigned to a particular area during an emergency situation and ordered by your supervisor to stay at this location. But, by leaving this location, you can help a severely injured person and possibly save that person’s life.

What do you do? You are justified in choosing to leave your assigned area to help the injured person, even though you are disobeying the supervisors order — provided that leaving your assigned area will not result in other lives being put in danger or lost.

Always remember protection of life is the #1 priority.

By thinking about the Police Hierarchy and Police Priorities it will help you “Think Like a Police Officer” and make answering police situational questions much easier.

Summary

When answering Police Judgment Questions read carefully but don’t read anything into the situation. Think like a COP. Think about the police priority list. Keep in mind things like “safety first” and using the least amount of force to get the job done. And always USE COMMON SENSE.

Exciting Career and Life as a Security Officer

A security guard or security officer is, usually, a privately-employed person who is employed to protect property and/or people. Usually security guards are uniformed and act to protect property by maintaining a high visibility presence and observing (either directly, through patrols, or by watching alarm systems or video cameras) for signs of crime, fire or disorder; then taking action and/or reporting any incidents to their client, employer and emergency services as appropriate.

The security officer motto is to “detect, deter, observe and report.” Security officers are not normally required to make arrests (but has the authority to make a citizens arrest) or otherwise act as police officers except in some United States jurisdictions in which the security officer is invested with arrest powers like those of a county sheriff. In contrast to the above mentioned motto, a Private Security Officer’s actual primary duty is prevention of crime. Security personnel do enforce company rules and can act to protect lives and property.

In fact, they frequently have a contractual obligation to provide these actions. Security Officers are often trained to perform arrests, operate emergency equipment, perform first aid, CPR, take accurate notes and write effective reports, and perform other tasks as required by the property they are protecting. In case of Armed Security Officers who are also called Private Police Officers, are required to go through additional training mandated by the state for carrying weapons such as baton, firearms, handcuffing, arrest and control and pepper spray trainings.

One major economic justification for security guards is that insurance companies (particularly fire insurance carriers) will give substantial rate discounts to sites which have a 24-hour presence; for a high risk or high value venue, the discount can often exceed the money being spent on its security program. This is because having a security guard on site increases the odds that any fire will be noticed and reported to the local fire department before a total loss occurs. Also, the presence of security guards (particularly in combination with effective security procedures) tends to diminish “shrinkage,” theft, employee misconduct and safety rule violations, property damage, or even sabotage. Many casinos hire security guards to protect the money when transferring it from the casino to the casino’s bank.

Security officers also perform access control at building entrances and vehicle gates by ensuring that employees and visitors display proper passes or identification before entering the facility. Security officers are often called upon to respond to minor emergencies (lost persons, lockouts, dead vehicle batteries, etc.) and to assist in serious emergencies by guiding emergency responders to the scene of the incident and documenting what happened on an incident report. In case of armed security officers, often they are required to respond like police officers until situation is under control and / or proper authorities arrive on the scene.

Although security officers are a distinct type of personnel from either police officers or the military, in the United States a very high proportion of security personnel, including most senior management personnel, are either former or retired members of one or both services. Many security officers who don’t fit this profile (young people in particular) use the job as a springboard into a police career.

Being a private security officer is by no means a lucrative endeavor. Most first line private security personal are paid a low wage which often does not reflect the risks they endure on the job.
Security officers are classified as either of the following

“In-house” or “proprietary” (i.e. employed by the same company or organization they protect, such as a mall, theme park, or casino)
“Contract,” (working for a private security company which protects many locations.)
“Public security” or security police
“Private Patrol Officers” , Patrol gated communities. i.e. Bel-Air Patrol
“Private Police Officers”, also known as Armed Security Officers

Industry terms for various security personnel include: Security , guards, agents, watchmen, officers, safety patrol , Armed Security , Private Police ,Loss Prevention Officers , Bodyguards , Executive Protection Officers . Other job titles in the security industry include dispatcher, receptionist, driver, supervisor, alarm responder, armed security officer, and manager.
Newer terms have been developing within the American security industry that tend to reclassify security personnel into three basic classes, as follows:
Security guards: These personnel, usually uniformed, are primarily responsible for the protection of property only and do not have a responsibility for anything other than basic visibility and reporting. Examples of security guards include night watchmen on construction sites, bank vault guards, and monetary transport guards of money and valuables.

Security officers: These personnel, also usually uniformed, are employed in functions that involve the protection of lives, property and the public peace on private property. Examples of security officers include apartment complex security officers, mall security officers, private patrol officers, and any security personnel that operate in an environment that includes a contractual obligation for the protection of lives and/or the public peace.
Security agents: These personnel, usually without a uniform, are primarily contracted or employed with a focus on apprehension rather than prevention on private property. Examples of security agents include loss prevention agents and personal protection agents (bodyguards).

Security personnel are not police officers but are often confused with them due to similar uniforms and behaviors, especially on private property. Security personnel derive their powers not from the state, as public police officers do, but from a contractual arrangement that give them ‘Agent of the Owner’ powers. This includes a nearly unlimited power to question with the freedom of an absence of probable cause requirements that frequently dog public law enforcement officers. Additionally, as legal precedents have further restrained the traditional police officers’ power of “officer discretion” regarding arrests in the field, requiring a police officer to arrest minor lawbreakers, private security personnel still enjoy such powers of discretion largely due to their private citizen status. Since the laws regarding the limitations of powers generally have to do with public law enforcement, private security is relatively free to utilize non-traditional means to protect and serve their clients’ interests. This does not come without checks, however, as private security personnel do not enjoy the benefit of civil protection, as public law enforcement officers do, and can be sued directly for false arrests and illegal actions if they commit such acts.

Police Written Test 101

You’ve taken the first step. Your application is in the hands of a police recruiter. Now you’re ready to take the plunge with the written test. Like everything else in your quest for the badge, the key to success in the written test is: preparation.

First on your prep list is the test study guide. Before you leave the recruiter’s office, ask for one, or where you can get one. Many agencies have an online guide available on their website. These test guides tell you what types of questions to expect and how many there are per section, how much time you have on each section, and what skills and abilities are tested. If your agency does not have a test guide, ask the recruiter or your department contact, for information about the test.Find out where the test is taken, the time required to complete the test, what types of questions will be on the test (multiple choice, essay, etc.) and what areas of knowledge will be tested.

Ask also if the test is Civil Service. Civil service tests are usually only offered once or twice a year, and re-testing may also be limited. Check your guide for specifics, but in general, police written tests are timed, contain 100 to 200 questions in several sections, require 2-3 hours time for completion and are scored as pass/fail or require 70% correct to pass. Most tests are completed by hand (pencil-marked answer sheets), but many are taken on computers.

Study preparation for the written test is simple and straightforward. Read your test guide front to back and then read it again. Check out the library, internet and bookstore for more resources on police written tests, especially for sources with sample questions. Most libraries will have books in the reference section that contain explanations of the test sections most commonly used and sample questions for each. If

you find a test section that you feel is a weak area for you, spend extra time on it to tone down test day anxiety.

Nearly every police written test will include 5 areas of evaluation. These areas may be covered in separate sections of questions, or may be bundled within 2 or 3 sections. They include:

1. Accuracy of Observation/Memory

Your ability to retain and recall specific information. You will be given printed information, allowed to read and study it (no note-taking) for a certain amount of time (5 to 25 minutes), then the materials are returned and you are tested on the contents. Tests may be strictly memory recall, or may ask for conclusions to be drawn from the information given.

This test section evaluates your ability to perform police-related duties such as: remembering suspect descriptions, wanted posters/pictures, department policies and procedures, and safety and tactical procedures.

2. Written Skills

Your ability to communicate in writing. You will be given either a spelling or vocabulary test usually consisting of 25-50 words to be defined and spelled correctly. You will also be given, in some form, a scenario to read and take notes on. You will then write a report that relates to specific test-defined points of the scenario.

This test section evaluates your ability to perform police-related duties such as: report writing, witness statements and completing department forms.

3. Reading Comprehension

Your ability to understand what you read. You will be given materials to read and will then answer multiple choice questions on that information to show that you understand and can apply information you read.

This test section evaluates your ability to perform police-related duties such as: accurately reading and comprehending technical and legal information – court orders, department policy, state law, haz-mat warnings and training materials, for example.

Prepare for test sections 1 – 3 by cornering family and friends to give you verbal or written answer pop-quizzes on information you’ve read in newspapers and magazines. This is so close to a game that you shouldn’t have any trouble finding people to ‘play’.

4. Decision Making/Judgment Skills

Your ability to identify and comprehend critical elements of a situation and to choose an appropriate course of action. You will be given written, audio or video materials and then asked to pick the best response out of several responses, within an extremely limited time frame (10 seconds, for example).

This test section evaluates your ability to perform police-related duties such as: responding calmly to provocation, handling authority appropriately, using unbiased enforcement, professional ethics and social maturity.

Prepare for test section 4 by studying sample questions, reading newspaper accounts of crimes and proposing what your response would be, and observing officer response during a police ride along.

5. Navigational Skills/Directional Orientation

Your ability to read maps and recognize the direction you are traveling. You will be given materials that ask you to find locations on maps, show point to point routes for specific location responses and suspect vehicle and foot chases.

This test section evaluates your ability to perform police-related duties such as: routing to calls to decrease response time, knowledge of street closures and need for re-routing, radio transmissions of a suspect chase, and emergency response to officer down/needs assistance.

Prepare for test section 5 by observing the officer during a ride along, sticking a compass in your vehicle and learning to use landmarks as orientation guides and lastly, involve friends or family in imaginary suspect ‘chases’. Your ‘chase’ exercise would be something like this: Both drivers are in cell phone contact. Your vehicle is 2 blocks away from your partner’s vehicle. You will begin your imaginary ‘chase’ of a suspect (at legal speeds)while giving directions to your ‘backup’ over your cell phone. Set a time limit (5 minutes). When the suspect is

‘apprehended’, see if your backup finds you. Then switch roles and have your partner be the lead vehicle. Your job will be to follow, and also to anticipate routes that would allow you to block the suspects anticipated direction of travel. Again, this is a great game and you’ll have little trouble finding partners.

The police written test is designed to evaluate multiple abilities and skills. In addition to the five evaluation sections noted above, you will also find simple math and problem-solving math questions, and behavioral questions that indicate character, compliance with laws and personal accountability.

Nigeria: State and City police

The former President of Nigeria  Olusegun Obasanjo fondly called “ Baba Iyabo” made an attempt to ask the nation if we needed a federal police system at the same time former Governor of Lagos state Asiwaju of Yoruba land Tinubu was advocating for a state police, the issue became so popular that it generated lots of opinions among Nigerians in and out of the country and in my contribution which was titled “ Towards internal Security” which was published online I was advocating for city and county police system similar to what is operated in the United States of America.

The article revealed Nigeria police as presently constituted was not only underpaid but under equipped for job in the 21st Century. A police recruit in the state of Texas gross pay is over $48,000  per annum in addition to this pay, if the recruit can speak other languages he earns more than his colleagues, his life insurance is over $250,000 if he dies in the line of his duty, the incentives attached to the job of Police in the state of Texas is so mouth watering that it will be difficult to accept bribe as a police officer and a mere look of a police officer in Dallas County is enough to convince any observer that the officer is not only well paid but also well equipped for the job.

The internal security of Nigeria is so broken down that kidnapping is more of an acceptable fashion like we used to read in James Hardly Chase novels with some notable titles like  “ Wants to stay alive? “  Believed violent ‘and Well now my Pretty” which were very popular with my generation in the seventies. Kidnapping as handled by police in those novels revealed how United States of America handled issues of serious nature and how crimes were departmentalized as federal, state and city issues, it revealed how the country was able to move beyond sentiment of federal to allowing state and city to handle crimes.

With the above understand, in mind, and actual real situation on the ground, research revealed more than what James Hardly Chase mentioned, it revealed US police system was just as corrupt and under equipped like Nigeria before each state was allowed to have its own police and with only a supervisory role from the FBI. The last administration made a cosmetic approach toward this by establishing the EFCC but failed to remove the federal police system which would have given the supervisory role to EFCC over the state and city police through out the country.

The questions in the mind of the readers will be as follows, what will happen to the states and cities that can not afford to set up the police administration right now? Suppose the governors turn the new police system to political control machine? Suppose non indigenes are victimized with state and city police? These are understandable fears of those who will rather look at negative effect than looking at how such problem was handled by nations that had similar problems.

Our nature and composition, does not allow us to effectively operate a single federal Police system in a nation with various ethnic compositions, to alley the fear as mentioned above, the laws to give power to state and city to establish police must make it difficult for governors, local government chairmen and city mayors in future to exercise undue influence on the system. The law will allow those states and cities which will  rather have the Federal police to stick with the present system while those states and cities in Lagos, Oyo, Anambra, kano to test the market for the state and city police.

The transition to state and city police can not happen overnight for all states  because some will rather stick with what they are used to,  it took the state of Oregon in America 100 years to adopt state police behind the state of Texas. Recruitment must reflect the state composition and federal character before funds can be released by the Federal government, and each state or City police must be subjected to EFCC supervision and when a complex which case can not be solved by the state or the city police the EFCC will move in to reorganize the police system of the state or city for a reasonable period that will be stated by the law.

The Present Mobile Police must be under the EFCC to take over any state or city police in case of emergency and the rest of the police force will be re-deployed to operate solely at state level and city that will require their services if they can not be totally employed by the states or cities they can be laid off and such men in uniform can work as security men for companies or private sectors.

The Yoruba has an adage “Opo kan ni eyin afaa, Iba je eyo kan ko sa le fi mu musa” meaning “The chief Imam does not need to have lots of functional teeth even if it is one as long as the Imam can pick donut with it” It is very funny, but it is true with the police system we have right now, it is not the numbers of men in uniform but a functional police system which can only be achieved by creating state and city police.

The current Federal police system is making a mockery of security in Nigeria, kidnapping today is more of lucrative business than 419 or internet advanced fee fraud, kings, wives and concubines, children and movies stars are being kidnapped on daily basis and the ransom are being announced by the press  like lottery winning games.

Finally, unlike what all the doubting “Thomases” will want us to believe on the shortcomings of State and City Police, establishing it, is where the solution to internal security of Nigeria lies, it will not only solve the problem it will put tribal “things” called OPC, Egbesu and area boys out of business, Governors and future Mayors of each city performances will be measured before re-election, State and City police will help to enforce all the local laws passed by the State House of Assembly and those of the local government, to ignore this, is to postpone the evil day, Nigeria Bless Your Hearts

Alternative Choice!

One of things that I have learned from sales courses is that when I try to make an appointment with a potential client, I always give him at least two options. And most people will limit themselves to those two options. They rarely think beyond those options. If they cannot make it, then I offer the next available options.

For example, if I were to ask someone for an appointment, I would ask him whether he could make it at 3pm Tuesday or 10am Thursday. Even though I may have other available timeslots, I would not offer them the other timeslots. The objective is to make the person to focus and commit to an appointment.

Try observing salesperson around you. When they try to fix an appointment with you, do they resort to this technique?

I always wander why does this technique work most of the time. Finally, I understand that our mind has a tendency to limit ourselves to belief.

When I give a person two choices even though there are more choices, most people will automatically limit them to the belief that there are only two choices. This is more apparent in a scenario where there is only one choice.

For instance, the law says that I need to have a driving license to drive a car. Though I knew how to drive a car but I had failed to renew my license. Normally, I would feel that I have only one choice or rather no choice. That is I could not drive a car. But if I encounter an emergency where I need to run for my life by driving off or need to send someone to hospital by driving, then there seemed to be an alternative choice of driving without a license.

I am not telling you to break any law. What I am trying to highlight is that there are always alternative choice. Whether or not the alternative choice is a good choice, you have to be aware of the consequences and decide for yourself.

This ability to see the alternative choice is very important to get out of mental traps created by our own limiting beliefs. Next time if you feel that you are trapped by a mental situation, always examine carefully. There bound to be an alternative way out.

The idea that I will like to share with you:
If you think hard enough, there is always an alternative choice.
